BSPA is aware of Minister Mark Butler’s recent National Press Club address announcing proposed structural reforms to the National Disability Insurance Scheme (NDIS).
The Government has reaffirmed its commitment to the NDIS while signalling significant reforms aimed at sustainability, integrity, and public confidence. These reforms include changes to eligibility, funding structures, provider regulation, and commissioning arrangements that are likely to affect behaviour support practice.
As the peak body for behaviour support practitioners, BSPA recognises the need for reform while emphasising that any changes must uphold the core principles of the NDIS:
- Choice and control
- Access to high‑quality specialist supports
- Protection of participant rights
BSPA supports efforts to strengthen quality and integrity across the sector but remains clear that reform must be co‑designed with people with disability and the sector, maintain access to specialist behaviour support, and ensure funding models remain fair and sustainable for practitioners.
